Civic Integration with Compassion: The Z-route under the Dutch Civic Integration Act 2021
Under the Civic Integration Act 2021, the Dutch government introduced three main integration pathways to better serve the diverse needs of newcomers. One of these, the Z-route, was created for individuals who may not be able to follow traditional education routes due to personal, educational, or health-related challenges.
The Z-route focuses on self-reliance—helping individuals become active participants in Dutch society through basic language skills and cultural understanding.
Who is the Z-Route For?
The Z-route is primarily designed for:
- Family migrants (e.g., spouses or relatives who joined through family reunification)
- Individuals who need a gentler pace of learning
- Learners who may have limited or no prior formal education
Rather than aiming for job market readiness, this path focuses on daily life skills—like understanding signs, making appointments, or talking to your child’s teacher.
What the Z-route Covers
Participants in the Z-route learn to:
- Speak and understand Dutch at A1-level
- Navigate daily life independently
- Gain knowledge of Dutch society and values
- Prepare for social participation, not just academic or professional outcomes
This route recognizes that language learning should support real-life situations, not just exams.

Course Content
The Z-route course covers practical topics to help you navigate daily life in the Netherlands:
- Housing: Understanding rental agreements and communicating with housing associations
- Healthcare: Making appointments and communicating with healthcare providers
- Finance: Managing bank accounts and understanding bills
- Employment: Exploring job opportunities and understanding workplace culture
- Education: Communicating with schools and understanding the education system
- Government Services: Navigating municipal services and understanding official correspondence
The course also includes the Knowledge of Dutch Society (KNM) module to provide insights into Dutch culture and societal norms.
