Arbeidseconoom Justus van Kesteren laat in <a href=\"https:\/\/decorrespondent.nl\/16230\/te-weinig-personeel-of-te-veel-werk-waarom-de-arbeidsmarkt-van-nu-vraagt-om-een-veel-bredere-blik\/90573711-daf5-0cac-0430-cf5204ed1271\" target=\"_blank\" rel=\"noopener noreferrer\">zijn recente analyse<\/a> zien waar de schoen wringt: lonen lopen achter, productiviteit stagneert en onze ambities zijn groter dan de beschikbare handen. Wat hij slechts zijdelings benoemt is de groep van <b>ruim 280 000 statushouders<\/b> die sinds 2014 een verblijfsvergunning kreeg \u2013 een potentieel dat grotendeels onbenut blijft.<\/p>\n<h2>De krapte die maar niet verdwijnt<\/h2>\n<p>Begin 2025 telde het CBS bijna <b>400.000 openstaande vacatures<\/b>, meer dan \u00e9\u00e9n per werkzoekende. In de bouw vertraagt vier op de vijf bedrijven projecten; in de zorg dreigt binnen tien jaar een tekort van 266.000 medewerkers. Ja, de lonen stegen in 2024 met 6,6 procent, maar dat was vooral inflatie\u00adschade inhalen. En productiviteit? Die groeide het afgelopen decennium nog maar met een schamele halve procent per jaar.<\/p>\n<blockquote><p>Met andere woorden: we werken ons drie slagen in de rondte, maar krijgen er niet m\u00e9\u00e9r, laat staan beter, werk voor terug.<\/p><\/blockquote>\n<h2>Een intern talentreservoir<\/h2>\n<p>Tegelijkertijd beschikt Nederland over een intern arbeidspotentieel: <b>driekwart van alle openstaande vacatures past numeriek in het aantal verleende asielvergunningen sinds 2014<\/b>. Toch vinden veel statshouders hooguit tijdelijk deeltijd\u00adwerk, vaak ver onder hun opleidings\u00adniveau. Het nieuwe inburgerings\u00adstelsel van 2021 moest dat tempo verhogen, maar kampt met lange wachtlijsten voor taallessen, te weinig begeleiders en stroperige administratie. Precies die vertragingen kosten in een krappe arbeidsmarkt goud geld.<\/p>\n<p><img decoding=\"async\" style=\"max-width: 100%; height: auto;\" src=\"https:\/\/img-proxy.synced.sbs\/https%3A%2F%2Fwww.notion.so%2Fimage%2Fattachment%253A0da1936a-cbd7-43fa-a395-6a3aca8bb070%253Aimage_versterkend1_(1).png%3Ftable%3Dblock%26id%3D26dd253c-b9d9-812b-a639-f4b222ee84b6%26cache%3Dv2\" alt=\"Zorg: Nieuwkomer en collega een bewoner; vaktaal leren ze ook op de werkvloer.\" \/><\/p>\n<p>Zorg: Nieuwkomer en collega een bewoner; vaktaal leren ze ook op de werkvloer.<\/p>\n<h2>De ontbrekende schakel: hoe versnelling drie knelpunten oplost<\/h2>\n<ol>\n<li><b>Beloning.<\/b> Wanneer statushouders rechtstreeks in cao-schalen en vaste contracten instromen, verdwijnt goedkope flex\u00adarbeid en stijgt het loonpeil voor iedereen.<\/li>\n<li><b>Productiviteit.<\/b> Extra handen geven teams ademruimte: digitalisering, automatisering en het schrappen van overbodige administratie worden ineens haalbaar.<\/li>\n<li><b>Werkoverschot.<\/b> Projecten in zorg, bouw en energietransitie komen niet langer stil te liggen bij gebrek aan personeel; goed opgeleide nieuw\u00adkomers vangen de piek op.<\/li>\n<\/ol>\n<h2>Hoe versnellen we? Zes mogelijkheden<\/h2>\n<ol>\n<li><b>Taal op de werkvloer<\/b>Combineer B1-taaltrajecten met vaktaal uit de zorg of de bouw zodat statushouders binnen drie maanden kunnen meelopen.<\/li>\n<li><b>Diploma-fast-lane<\/b>Verkort de DUO-erkenning van buitenlands vak- en hoger-onderwijs tot vier weken voor beroepen in zorg, techniek en onderwijs.<\/li>\n<li><b>Vakroute-eerst, papier later<\/b>Rond de participatieverklaring pas af n\u00e1 de start van een leer-werk-traject en schrap zo maanden wachttijd.<\/li>\n<li><b>Regionale skills-pools<\/b>Bundel statushouders, zij-instromers en deeltijders in \u00e9\u00e9n digitaal platform per arbeidsmarktregio, beheerd door UWV en provincies.<\/li>\n<li><b>Bijstand als trampoline<\/b>Verlaag bij parttime werk gedurende drie jaar de korting op de uitkering, zodat kleine stappen \u00e9cht lonen.<\/li>\n<li><b>Werkgeversbonus voor vaste uren<\/b>Keer 4000 euro uit voor elk contract van minstens 32 uur in zogenoemde \u2018moeilijk vulbare\u2019 beroepen als leraar, verpleegkundige of timmerman.<\/li>\n<\/ol>\n<p><img decoding=\"async\" style=\"max-width: 100%; height: auto;\" src=\"https:\/\/img-proxy.synced.sbs\/https%3A%2F%2Fwww.notion.so%2Fimage%2Fattachment%253Aa20109cc-63d0-460f-8a7c-f9e0a276eac3%253Aimage_versterkend2_(1).png%3Ftable%3Dblock%26id%3D26dd253c-b9d9-8122-be54-e6143bed6a59%26cache%3Dv2\" alt=\"Logistiek: Zodra statushouders mee-tillen, verdwijnen lege roosters.\" \/>Logistiek: Zodra statushouders mee-tillen, verdwijnen lege roosters.<\/p>\n<h2>Wat levert het op?<\/h2>\n<p>Sneller invullen van cruciale vacatures betekent kortere wachtlijsten in de zorg, minder stilstaande bouwkranen en voortgang in de energietransitie. Iedere statushouder die voltijds werkt, bespaart de overheid tot 16000 euro aan bijstand en levert gemiddeld 8000 euro belastingopbrengst op. Bovendien verhogen divers samengestelde teams aantoonbaar de innovatiekracht, terwijl een eerlijke beloning sociale cohesie versterkt.<\/p>\n<h2>Van personeelstekort naar potentieeloverschot<\/h2>\n<p>Van Kesteren heeft gelijk: ons probleem draait niet om te weinig mensen, maar om scheve beloning, trage productiviteitsgroei en ambities zonder arbeidsbegroting.
